Application Form

COOL Family Housing ProgramThe COOL Family Housing Program has supported homeless families since 1988, offering rent-free housing, utilities, and life skills training to help families achieve lasting stability. Most participating families are single parents working toward financial independence. While living in COOL housing, families receive case management support, including help with education, employment, and saving for future housing needs.
Housing Locations:
  • Downtown Waukegan: A four-unit apartment building housing four families year-round.
  • Northern Waukegan: A duplex home for two families.
  • Zion, Illinois: Two separate sites housing four families.
Families live independently in scattered housing throughout Waukegan and Zion while being closely monitored for compliance with program rules and progress.
Note: No families are housed or receive services at 800 Glen Flora, which serves as the COOL Food Pantry East and administrative offices.
Special Properties:
  • Henderson House: Added in 2014.
  • Rady House: Established in 1997.
Recently expanded through a generous duplex donation, COOL now provides 10 housing units, including single-family homes, duplexes, and apartments for smaller families. Housing is offered based on need, program suitability, and availability.
Eligibility Criteria:
  • Full-time employment.
  • Commitment to financial stability (including a savings plan).
  • Willingness to follow program rules.
How to Apply: Guests are referred by government agencies, private programs, churches, and individuals. To apply, call (847) 662-1340 or download an application online.
Program Impact:
  • Over 250 families have graduated from the program.
  • 15 families saved enough for their first home purchase.
  • 85% of families maintain independent living long after leaving.
The program supports single parents, two-parent households, and motivated individuals committed to self-sufficiency.
Funding Sources: COOL receives support from:
  • Government grants.
  • Corporate and private foundations.
  • Member churches and individual donors.
